Genesis 3:8-9 And they heard the voice of the LORD God walking in the garden in the cool of the day: and Adam and his wife hid themselves from the presence of the LORD God amongst the trees of the garden.  And the LORD God called unto Adam, and said unto him, Where art thou? (KJV)

Genesis 11:5 And the LORD came down to see the city and the tower, which the children of men builded. (KJV)

Genesis 18:20-21 And the LORD said, Because the cry of Sodom and Gomorrah is great, and because their sin is very grievous; I will go down now, and see whether they have done altogether according to the cry of it, which is come unto me; and if not, I will know.(KJV)

God is all-seeing and omnipresent.

In Genesis 3, the assumption is that, if God is all-seeing, He wouldn't have had to ask Adam where he was.  But what God was doing was giving Adam a chance to confess, the same way a parent who knows their child has broken a rule would ask them if they broke it before accusing them.  Not a contradiction.

In the other two instances, we need to understand God 'coming (or going) down' in other terms. God sees all that happens, but only occasionally involves Himself in human situations. These passages are describing His involvement, so this is how the author is describing them. Not a contradiction.
